Manager, Supply Services

Summary of Duties:

Reporting to the Senior Manager, Procurement and Supply Services, the Manager, Supply Services supports the delivery of progressive and efficient supply operations. This position is responsible for leading and managing the City’s corporate warehouse operations, inventory control, materials management, logistics, and surplus/scrap disposal in support of high-volume operational services including Municipal Fleet, Wastewater/Stormwater, Parks, and Facilities. This position ensures safe, accurate, efficient, and audit-ready warehouse operations that enables continuity of front-line services. The position maintains scheduling of supply operations staff, oversees internal controls and standard operating procedures (SOPs), ensures compliance with the City's Procurement of Goods and Services policy. 

Work Performed:

  • Provide leadership in the coordination and delivery of supply services, warehouse operations and surplus disposal that contribute to strategic initiatives and align with the City’s Procurement of Goods and Services policy.  
  • Manage employees, including hiring, coaching, administration, employee development and performance. 
  • Manage and lead warehouse operations, logistics, receiving, picking, storage, and distribution across multiple City facilities. Ensure warehouse operations comply with Occupational Health and Safety Act and associated policies and procedures.
  • Act as the operational owner for JDE inventory modules, including stock-control governance, system accuracy, user practices, and continuous improvement of inventory-related workflows. 
  • Support the development, implementation, revisions, and administration of the materials management schedule of the Procurement of Goods and Services Policy and lead the corresponding administrative practice and procedures for warehouse operations, materials management, and surplus disposal.
  • Maintain an onsite presence to support frontline warehouse operations, respond to operational needs, and ensure effective supervision of staff and facilities.
  • Oversee disposal through auction, sealed bids, direct sale, or other approved methods while ensuring audit-ready documentation. 
  • Lead warehouse layout design, storage optimization, materials-flow planning, sustainable disposal initiatives and space utilization across all supply-services facilities to ensure efficient, safe and cost and value-effective operations. 
  • Demonstrate commitment and promotion of anti-racism, anti-oppression, and human rights in all operations, policies and programs.
  • Promote and adhere to health and safety legislation and foster a culture of safety with direct reports.
  • Provide information and recommendations to the Senior Manager, Procurement and Supply Services on priorities within the area.  Implement strategies as required.
  • Establish, monitor, and report on policies, procedures and practices to mitigate risks of the Corporation related to supply services warehouse operations and surplus disposal.
  • Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
  • Collaborate across Divisions and Service Areas to support enterprise-wide initiatives related to supply services, warehouse operations and surplus disposal.
  • Prepare Council and Committee reports; respond to public, media, and Councillor inquiries, and attend meetings as required. 
  • Exercise operational decision-making authority within established policies (e.g., inventory adjustments, disposal method selection, warehouse controls). 
  • Provide input into the development of operating budgets; recommend capital priorities for Procurement and Supply Services. 
  • Contribute to and act as a key player at the Emergency Operations Centre in the event of a community emergency, sitting on the Logistics Table representing Supply Services. 
  • Participate on external boards and committees to move forward common goals, build relationships and share best practices. 
  • Perform other related duties as assigned.

Skills and Abilities:

  • Ability to apply knowledge of warehouse operations, logistics, inventory control, catalogue management and ordering to advance the objectives of the Division.
  • Ability to interpret diagrams, equipment manuals and the ability to understand mechanical/fleet parts. 
  • Ability to apply analytical and business planning skills; demonstrated ability in implementing and monitoring programs.
  • Ability to effectively lead employees, develop and support high performance teams, and to direct consultants, and contractors. 
  • Committed to employee safety; knowledgeable in the Occupational Health and Safety Act and how it relates to the position.
  • Detail-oriented with strong problem-solving and data analysis skills.
  • Ability to apply effective interpersonal and customer service skills. Demonstrated understanding of issues that impact specific needs related to supply services. 
  • Political acumen and ability to identify and effectively manage emerging issues including responding to emergency situations. 
  • Ability to implement initiatives that support the section’s customers in a timely and effective way. 
  • Proficient in Microsoft Office Suite and related software and inventory systems.

Qualifications:

  • Completion of a Diploma or Degree in Supply Chain Management, Operations Management, Logistics or Business Administration or in a relevant area of study or equivalent combination of education and related experience.
  • Five to seven years of progressively responsible experience in supply management and warehousing including demonstrated management or supervisory responsibilities. 
  • Certification in Planning and Inventory Management, Supply Chain Professional, Logistics, Transportation & Distribution, Materials Management Professional or Supply Chain Management Professional is required. 

Compensation & Other Information:

$89, 913 - $117, 942

This posting is for (1) permanent full-time position being filled on a permanent full-time basis.

Current Hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: 100% on site.

These hours of work and work arrangement are subject to change in accordance with business requirements.
