Plumbing Inspector
Summary of Duties:
Reports to a designated Manager. The Plumbing Inspector examines drawings, plans specifications and designs for all sewage. Inspects plumbing, water and drainage and on-site sewage disposal systems installations on private property during construction to ensure they conform to applicable Acts, Codes and laws.
Work Performed:
- Exercises powers and performs duties under the Building Code Act and related Code for inspection of plumbing, water and drainage work and on-site sewage disposal systems, monitors project progress and required field tests, maintaining concise records of inspections performed. Compiles statistical data related to inspections to ensure compliance with the approved drawings and the applicable Acts, Codes and laws.
- Exercises powers and performs duties under the Building Code Act for examination of all drawings, plans, specifications, and design data for plumbing and sewage systems (Part 7 and 8 of the Ontario Building Code) to ensure compliance with the Building Code Act, the Ontario Building Code, related municipal by-laws and other applicable laws.
- Issues on-site sewage system permits and collects required permit fees.
- Evaluates “alternate solutions” under the objective based provisions of the Building Code to ensure that they will perform as well as a design that would comply with the acceptable solutions in Division B of the Building Code.
- Inspects installations of public pools and spas for compliance to the Building Code.
- Coordinates and ensures that other required approvals related to plan examination are obtained prior to the issuance of those permits for which the incumbent is responsible.
- Conducts preliminary and follow up inspections in conjunction with City of London Back Flow Prevention Program to ensure potable water systems are protected against backflow contamination.
- Completes surveys for existing water distribution plumbing systems for the purpose of enforcing the City of London Water By-Law. When necessary, issues orders for unsafe building conditions, requesting repairs, or advising Water Operations to shut off water service pipe.
- Inspects and issues the appropriate orders in a correct, clear and concise manner whenever contraventions are found and ensures that the contraventions are corrected to satisfy applicable Acts, Codes and laws, all in accordance with established procedures.
- Ensures "as built" drawings for plumbing, water and drainage works are in conformance to the Building Code. Keeps record of revised construction drawings, ensuring electronic versions have been properly filed.
- Reviews and files Final Field Review letters and notifies administration staff when building permits are ready to be closed.

- On a complaint or request basis inspects buildings to determine the existence of any unsafe conditions as defined in Parts 7 and Part 8 of the Building Code.
- May be required to inspect buildings to determine whether a building permit is required, or to determine how compliance with regulations can best be achieved.
- Answers inquiries regarding various regulations, policies and procedures for architects, engineers, designers, constructors, staff and the public.
- Notes minor construction changes encountered in the field on the approved plans.
- Inspects all new sump pump, backwater valve and sewage ejector installations funded by the City of London.
- Inspects boiler replacements to ensure compliance with the regulations and to ensure the correct size is installed as per the approved plans.
- Inspects, on a complaint or regular basis, to determine the existence of any unsafe conditions related to plumbing or drainage systems or to determine whether a permit is required or how compliance with the regulations can be best achieved.
- Ensures that plumbers and drain layers performing work on private property have the appropriate licenses issued by the City of London as required by the Business Licensing By-law.
- Ensures that all licensed plumbers used by contractors are properly registered with the Provincial government.
- Oversees and grades the Drainlayers Contractors examination.
- Informs manager of deviations from office policies requiring modifications.
- May be required to effectively present evidence in court in accordance with established procedures.
- Maintains a daily record of inspections made and updates a computerized permit database (AMANDA) in accordance with Building Division Procedures.
- Participates in association meetings and meetings with other municipalities to discuss plumbing issues related to the Ontario Building Code and shares information with the team to support new procedures.
- Performs related duties as assigned.
Qualifications:
Secondary School Diploma/Certificate plus completion of a valid Interprovincial or Ontario Plumber Certificate of Qualification,
OR
Completion of a three-year Engineering Technologist (Mechanical) Diploma with appropriate training in plumbing and drainage design theory and practice, with a minimum of three years of experience relevant to plumbing inspection, plans examination and permit issuance.
Experience:
Five (5) years of related experience.
Specialized Training & Licenses:
Required Provincial Qualifications:
- Must be qualified in the category of Plumbing – All Buildings as defined under Division C – Section 3.1 of the Ontario Building Code.
- Must have successfully passed the Ministry of Municipal Affairs and Housing examination on General Legal/Process.
- Must have successfully passed the Ministry of Municipal Affairs and Housing examination in the category of On-site Sewage Systems.
- Maintain qualifications as determined by the Ministry of Municipal Affairs & Housing.
Skills and abilities in the following areas are necessary:
- Knowledge of and ability to apply the Ontario Occupational Health and Safety Act and Regulations relevant to building construction.
- Ability to deal effectively and courteously with customers, the public and all levels of staff by telephone, in person and in writing.
- Computer proficiency in MS Office (Word, Excel and Outlook), and knowledge of AMANDA, BlueBeam and other architectural/engineering software is an asset.
- Knowledge of building construction practices and materials technology.
- Demonstrated effective time management skills.
- Valid Driver's Licence - Class G.
Compensation & Other Information:
$62,898 - $91,424 (Level 15)
This posting is for 1 permanent full-time position.
Current hours of Work: Monday - Friday from 8:00 a.m. to 3:30 p.m.
Work Arrangement: On-site. Subject to change in accordance with business requirements.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
