The Program Planning and Control Specialist plays a vital role in supporting program execution through effective coordination, tracking, and communication across teams and customers. The role supports day-to-day program management by facilitating progress meetings, monitoring budgets and deliverables, managing risk elements, and ensuring compliance with key reporting and contractual requirements. With a focus on accuracy, collaboration, and continuous improvement, the position contributes directly to the successful Program outcomes and delivering an exceptional customer experience.

Key Job Elements:

  • Coordinate and facilitate progress meetings with internal teams and customers, ensuring timely issue resolution and follow-up
  • Track and manage program issues, budgets, and deliverables to support effective decision-making
  • Maintain and organize contractual files, correspondence, and program documentation
  • Prepare and monitor action items, minutes, and reports from program meetings
  • Build and maintain positive working relationships with internal stakeholders and external customers to support effective contract execution
  • Track and submit Contract Data Requirements Lists (CDRLs), Contract Change Proposals (CCPs), and other contractual communications
  • Support bid and proposal activities and assist in program planning and reporting
  • Develop and deliver program reporting and presentations for internal and external stakeholders
  • Monitor program performance metrics and support financial and compliance reviews in accordance with Earned Value Management System (EVMS) requirements
  • Promote continuous process improvement and ensure adherence to all compliance requirements (ITAR/EAR/FCPA/GP/SOX)
  • Provide coverage for the Associate Program Manager and support other special assignments as required

Required Qualifications:

  • University degree or college diploma
  • Minimum 3-5 years of relevant experience, including project management experience
  • Ability to respond to customer requirements and manage expectations while ensuring satisfaction
  • Customer and detail oriented with a demonstrated ability to plan, analyze and solve problems
  • Superior organizational skills with the ability to be agile, set priorities and multi-task under pressure
  • Self-motivated and effective in a multi-disciplinary team, including to facilitate discussions
  • Experience developing and delivering presentations
  • Strong oral, written, and presentation communication skills
  • Experience in MS Office applications, including Excel and PowerPoint
  • Understanding of GDLS-C Program processes and measurements
  • Ability to travel and possess/be able to acquire and maintain a valid passport

Preferred Qualifications:

  • PMP designation or working towards
  • Familiarity with various functional areas of the business
  • Product knowledge and defense industry or military experience
  • Previous experience working with government contracts
  • Related customer experience
  • Experience creating or maintaining metrics or other performance reports
  • EVMS and Bid-X experience
