Position Description:
- Plan, lead and execute third party Government Property audits
- Execute compliance self-assessments for all GDLS-C Government Property
- Plan, lead and execute supplier/subcontractor audits independently
- Evaluate the adequacy and effectiveness of Government Property controls, internally and externally
- Translation of Government regulation and Contractual language to business-wide processes, internally and externally
- Prepare comprehensive written reports of findings, observations and opportunities for improvement
- Develop, understand, and support the execution of containment/corrective action planning and root cause analysis
- Create, release, support and life-cycle manage internal and external Corrective Action Requests including all associated tasks
- Validate the effectivity of Corrective Actions internally and externally
- Maintain Government Property management plans and related procedures
- Develop and maintain work instructions
- Provide external support and guidance for the development of Government Property Management plan including supporting procedures
- Participate or lead in cross-functional teams to support procedure development and/or review
- Prepare and deliver Government Property program presentations (for internal or external customers) as required
- Provide Government Property contractual support to GDLS-C business units and suppliers/subcontractors
- Participate in training development, delivery, and support in relation to Government Property
- Interface with various customers including DND, NDQAR, PSPC, DCMA, etc
Required Qualifications:
- University/College degree or equivalent work experience
- Experience in a customer facing role
- Strong knowledge of GDLS-C business processes and systems
- Knowledge of root cause analysis and corrective action planning
- Ability to perform well in a team environment
- Ability to independently manage and schedule work load on-site or during business travel
- Demonstrated high level of oral and written communication
- Communicate effectively and efficiently internally and externally
- High level of analytical skills and interpersonal skills
- Ability to travel within Canada, US & International (~35%) and possess/be able to acquire and maintain a valid passport
- Proficient with Microsoft applications
- Oracle experience
Preferred Qualifications:
- Working knowledge of FAR 52.245-1 Government Property
- Working knowledge of A-LM-007-100/AG-001 Supply Administration Manual
- Certified Professional Property Specialist/Administrator/Manager (CPPS/CPPA/CPPM)
- Experience with contract or legislative language interpretation
- Prior Government Property experience
- Procurement Integrated Enterprise Environment (PIEE) experience
- Defence Resource Management Information System (DRMIS) experience
- Cognos experience
