General Dynamics is seeking a highly skilled and experienced SCM Project Management Professional  to oversee and align the procurement activities between our London (CDN) and Sterling Heights (SHO) purchasing organizations. This key position has been created to ensure that both purchasing organizations are synchronized in their Global procurement processes, achieving cost efficiencies, and meeting program requirements for the Bulgaria light armored vehicle manufacturing program. The successful candidate will facilitate cross-functional meetings, utilize procurement dashboards, and coordinate with stakeholders to ensure alignment and efficiency across both sites.

Key Responsibilities:

  • Facilitate cross-functional meetings to ensure alignment between London (CDN) and Sterling Heights (SHO) purchasing organizations.
  • Collaborate with the program office, engineering, production, and quality teams to ensure alignment of procurement activities with program requirements.
  • Utilize the Global Procurement Dashboard to identify discrepancies in costs, procurement timelines, and coordination of change documents.
  • Track material financial performance for London and Sterling Heights
  • Ensure blanket purchase orders are valid and in place for common procurements.
  • Explore cost variances and understand the reasons for cost increases; document for Estimate At Completion (EAC) reviews
  • Resolve issues with Manufacturing Bill of Materials (MBOM) and Engineering Bill of Materials (EBOM) variances between the two sites.
  • Serve as the point of contact for resolving process issues encountered by the two purchasing teams.
  • Interface between both SCM teams and senior leadership on both sides of the border.
  • Coordinate with applicable stakeholders to synthesize program information and clearly define priorities for the SCM organization.
  • Understand prime contract and modifications, and identify unique SCM requirements to communicate to SCM.
  • Develop and implement procurement strategies to achieve cost savings and efficiency.
  • Monitor Procurement organization performance and manage relationships to ensure quality and timely delivery of materials.
  • Ensure compliance with company policies, procedures, and regulatory requirements.
  • Promote continuous improvement in procurement processes and practices.
  • Manage procurement-related risks and develop mitigation plans.

Additional Responsibilities:

  • Develop and maintain Global procurement policies and procedures.
  • Lead and mentor procurement staff in LDN/SHO on Global initiatives.
  • Monitor pricing trends and adjust procurement strategies accordingly.
  • Implement and manage Global Procurement tools to enhance efficiency and transparency.

Required Qualifications:

  • University degree or College diploma.
  • Minimum 5+ years of Supply Chain Management experience
  • Experience working with both LDN and SHO organization in supply chain
  • Strong interpersonal skills and ability to interface with various levels of the organization.
  • Excellent organizational, problem-solving, and negotiation skills.
  • Excellent decision-making skills, good judgment, and ability to work independently.
  • Exceptional oral and written communication skills.
  • Ability to develop both proactive strategies and mitigation plans.
  • Technical aptitude and some product knowledge.
  • Experience with using Oracle and Teamcenter.
  • Demonstrated high skill level in Microsoft applications.
  • Ability to travel (5% CDN) and (5% US/Int’l) and possess/be able to acquire and maintain a valid passport.

Preferred Qualifications:

  • Ability to be flexible and promote continuous improvement in processes.
  • Experience working with teams and/or customers.
  • Project Management experience.
