Reporting to the VP Finance & HR, Payroll and Benefits Manager is accountable for managing the seamless end to end service delivery of people related transactional and administrative services in the areas of Payroll and Benefits. This includes providing leadership for the payroll function, pension and benefits administration, payroll accounting and compliance with taxation laws, HRIS/Payroll systems maintenance and optimization, internal and external reporting. 

 

What You Will Do?

  • Implement and manage the strategy as well as oversee the day-to-day operations of the People Team's administrative & total rewards systems
  • Oversight of the Payroll Team, payroll backup.
  • Establish best-in-class services team to support employee questions and inquiries pertaining to benefits, pension, payroll, leaves of absence, vacation
  • Develop and implement initiatives that improve the employee experience
  • Lead the continuation of HR/Payroll process standardization and optimization including automation of processes, system upgrades, while driving stakeholder system and process adoption and engagement
  • Overall responsibility for implementation and management of payroll systems to ensure regular maintenance, seamless integration and leverage automation opportunities including the effective adoption and engagement of key stakeholders
  • Working closely with the People Operations team to ensure seamless service
  • Driving continuous improvement and process efficiency, managing people risks and providing advice to the organization on People Services, leading, defining and delivering improvement initiatives and change projects to enhance service performance and employee experience, as well as supporting change management processes to align the workforce to the strategic goals to the organization
  • Overall responsibility for benefit programs and pension plans, including policy amendments, renewals, and service additions
  • Responsible for managing payroll and ensuring compliance with government requirements including review and approval of biweekly payroll reports and transactions, monthly cross charges, online remittances of source deductions, pensions, RRSP, shares, etc
  • Overall financial stewardship of payroll accounting using the financial/GL system (JDE Edwards)
  • Process the payrolls including the salaried, hourly, and temporary/student payrolls as required, including regular process reviews and data audits
  • Conduct year-end reconciliation for T4s, EHT, and WSIB filings
  • Support preparation for collective bargaining including providing analyses, calculations, and cost scenarios for various potential options
  • Data maintenance and integrity in all HR and payroll systems
  • Provide ongoing coaching, guidance, and training and development to People Team members to ensure the adequate knowledge in all content areas and policies and practices to ensure excellence in service delivery
  • Manage the compensation process by ensuring process guidelines are communicated to leaders, processes completed on time, and application of bonus and merit programs annually
  • Support the overall operational payroll budget by completing regular reconciliations and audits of payroll-related GL accounts to ensure accuracy in payroll accounting
  • Budget preparation, and financial reporting related to labour & payroll.
  • Registered pension administrator for all the current pension plans.
  • Provide regulatory compliance and reporting to FSAO.

 

What You Will Bring.

  • 7+ years of progressively responsible human resources and/or payroll experience with 3+ years of management experience
  • Bachelor's degree in HR, Business, or related field
  • Certified Payroll Management Certification (CPM), Payroll Compliance Practitioner Certification (CPA), or equivalent
  • Bachelor's degree in HR, Business, or related field, or equivalent work experience
  • Experience in a manufacturing environment with a unionized workforce
  • Experience with implementing new payroll, time & attendance and HRIS systems
  • Possesses a high level of accountability and proven capability to find opportunities, take initiative and think through future implications
  • Excellent collaboration, networking and relationship building skills with both internal and external stakeholders
  • Ability to coach, motivate and build strong teams
  • Creative, analytical, detail-oriented with solid project management skills
  • Flexible and self-directed with the ability to manage competing priorities in a rapidly changing environment
  • Excellent written and verbal communication skills at all levels in organization and proficient presentation, reporting and communication content development through Microsoft Office skills in Excel, Word and PowerPoint
