Technician Solid Waste Management-C1153
Summary of Duties:
Reports to the Waste Diversion Coordinator, Manager Solid Waste Engineering and Division Manager. Undertakes waste management projects, studies and surveys in the field and office. Enforces the Waste Management By-law. Prepares and/or checks reports, memorandum, liaisons, etc. Oversees day to day operations of solid waste contractors. Serves as a liaison on waste management programs and matters relating to various Municipal by-laws, policies, etc.
Work Performed:
- Inspect, analyze and determine the operational and structural condition of closed landfill leachate collection systems and EnviroDepot infrastructure and make recommendations for solutions as per City specification and Provincial Regulations.
- Acts as project coordinator and supervisor for special projects, closed landfills and EnviroDepot infrastructure remediation and construction projects. Work with consultants, City managers and supervisors and coordinate, direct and supervise contractors/City forces.
- Develops, implements, coordinates and promotes the day to day operation of City waste management program and services in the areas of recycling (curbside, multi-residential, business, public space), garbage (curbside, industrial, commercial and institutional), composting, and other waste diversion programs (household special waste, electronics recycling).
- Monitors the routine activities of waste management contractors to ensure compliance with City agreements. Investigates infractions, complaints and proactive compliance of the Waste Management by-laws. Inspects, identifies and resolves or enforces infractions relating to other customer service by-laws.
- Assists with groundwater and surface water sampling. Requires knowledge of ground water surface sampling techniques and uses various pieces of equipment (water level tape, water bailer, groundwater pumps, generator, pH metre, redox metre).
- Provides information to the general public, other City staff, business and industry on matters relating to recycling, composting and waste disposal and related municipal by-laws, policies and contracts. Works with and provide advice and assistance to community groups, environmental groups, schools, businesses and citizens on community cleanup efforts to assure health and safety is prioritized.
- Assists in preparing, planning, administering, reviewing various technical studies, designs, estimates, tenders, quotations, agreements and construct projects such as annual reports, collection contracts, installation of monitoring wells and methane gas abatement measures that are prepared, or carried out, by the City, contractors or consultants.
- Prepares liaisons, assesses brownfield disposal applications and undertakes research to provide information on drawings, plans, regulations and policies to internal Divisions and external groups (real estate agents, lawyers, consultants, etc.) with respect to closed landfills, natural methane sites and contaminated sites.
- Maintain databases with respect to solid waste information, closed landfills, natural methane sites and contaminated sites.
- Web Author and Publisher for solid waste and specialized environmental partnership web sites.
- Assists in promoting solid waste management programs including development and distribution of promotion and education materials, developing and making presentations and providing tours.
- Investigates routine complaints and following adopted procedures, takes appropriate action.
- Works in the field conducting studies and surveys in various areas of Solid Waste and Environmental Programs.
- Attends meetings as required related to the functions above.
- Performs related duties as assigned.
Qualifications:
Two years of post secondary education in Civil/Environmental Engineering Management, Environmental/Resource Management, Geography or Environmental Studies
Experience:
Minimum of two years related experience.
Specialized Training & Licenses:
Skills and abilities in the following areas are necessary:
Demonstrated proficiency in wordprocessing, spreadsheets and various software.
Valid driver’s license – Class G.
Working knowledge of the municipal waste management and recycling field.
Compensation & Other Information:
$52,264 - $74,595 (Level 11)
This posting is for (1) temporary full-time position for up to two years.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: Hybrid, 50% work in office and 50% work from home. Subject to change in accordance to business requirements.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
