Salary: $137,775 - $172,219

Job Summary

Plan, direct and evaluate the overall development and implementation of the programs and services of the Strategic Procurement Branch which include: Procurement Services, enterprise wide strategic sourcing and procurement of goods and services contract negotiation/management/administration and vendor relationship management.

Provide expert advice, consultation and strategic direction to WSIB management, internal and external stakeholders on procurement quality and reporting initiatives.

Major Responsibilities

 
  • Plan and develop short and long term branch business plans, goals and objectives to operationalize and support the organizations strategic plan and objectives.. Plan, develop, monitor and evaluate Procurement’s new/revised programs, services, policies, processes and procedures in response to new initiatives, changing strategies and business needs. Develop, maintain and monitor compliance with corporate administrative policies. Collaborate with peers and senior management to identify, recommend and develop divisional strategy, goals and objectives in support of corporate strategies, goals and objectives.
  • Plan, direct and control the day-to-day operation and administration of the branch through team(s) responsible for the delivery of programs, products and services relating to Strategic Procurement. This includes:
  • Lead and develop employee teams within legislative and policy requirements; ensuring employees are provided appropriate performance objectives and development programs; Providing guidance and ongoing coaching and feedback to direct reports;
  • Managing financial and physical resources including developing and forecasting annual operating and capital budgets; monitoring and reporting on variances based on projections; and evaluating overall program expenditures;
  • Overseeing training and execution of new procurement processes for both procurement and internal customers;
  • Providing resources and expertise to support strategic sourcing staff to review cost base so as to identify future opportunities and focus category resources accordingly.
  • Identify and implement best practices and continuous improvement programs that will support on-going development and maintenance of tactical and strategic procurement processes and tools. This includes:
  • Capitalizing on opportunities that promote achievement of efficiencies and reduction of WSIB costs;
  • Developing and maintaining a business continuity plan for all sourcing activities;
  • Monitoring emerging industry trends, issues and legislative changes that may impact procurement services, policies and resources and make appropriate recommendations on possible courses of action.
  • Ensure operational standards and performance expectations are established to ensure delivery of effective, efficient, and compliant services and achievement of high level customer satisfaction.
  • Monitor, evaluate and manage overall operational performance and compliance with legislative requirements, corporate policy and financial controls;
  • Ensure that procurement has appropriate governance processes in place that reflect best practices, WSIB procurement policies and risk management requirements;
  • Ensure consistency and maintenance of integrity in sourcing methodologies and processes;
  • Oversee supplier relationship management (SRM). This includes ensuring vendors deliver upon their service commitments and that they are in compliance with regulatory requirements.
  • Act as a technical expert, provide strategic direction, advice and guidance to senior management on procurement issues, policy interpretation, guidelines and reporting activities.
  • Participate at various management meetings to discuss, identify, and recommend changes that will improve services. Provide input and expertise on issues of mutual concern, and exchange information;
  • Develop and maintain communication linkages and relationships with business partners, all levels of management and with external stakeholders including Ministry of Government Services and vendors. Identify ongoing and changing needs, to ensure programs, services and work processes are aligned with business requirements to maintain a high level of customer service and support.
  • Develop and oversee the implementation of quality control mechanisms and systems to ensure quality accountability, continuous service improvement. This involves :
  • Development and implementation of Quality control methodologies and templates that will support quality assurance audits.
  • Implementation and management of reporting mechanisms/systems that contribute towards decision support,
  • Managing the process for compliance tracking, regulatory and government reporting.
  • Introducing surveys aimed at gather feedback on suppliers from internal users and coordinating the analysis of this data to inform vendor process/quality improvement.
     
Education Requirements

Job Requirements:

 
  • Bachelor’s degree in Supply Chain Management ,Business, Finance, Science or Engineering, ten years’ experience in Strategic Sourcing or Supply Chain Management
  • Supply Chain Management Professional (SCMP) designation
     
Experience
 
  • 5 years senior level Strategic Sourcing or Supply Chain Management Experience
